rafidainscope - The parliamentary Legal Committee revealed on Wednesday (September 9, 2026) the key details of the new counter-terrorism draft law, whose first reading was completed by the Council of Representatives, confirming that it abolishes the current Law No. (13) of 2005.
Committee member MP Mohammed al-Khafaji said in a published post that the new draft is far more expansive than the previous law and contains many details, most notably a detailed definition of the terrorist crime, and an expanded characterization of terrorist acts to include multiple actions with aggravated penalties.
Al-Khafaji added that the law provides for the preparation of a terrorists' list into which the public prosecution enters names involved in terrorism, banning them from many rights such as travel, passport issuance, and employment.
He noted that the draft includes detailed and aggravated penalties ranging from execution to life and fixed-term imprisonment according to the criminal act, with amendments and observations to be made after the second reading and the opinion of the specialized committees.
