rafidainscope - The Supreme Judicial Council held a meeting on Wednesday (September 9, 2026), chaired by the Council's President, Judge Faiq Zidane, and attended by a number of security and judicial officials, the Minister of Justice, and the Deputy Minister
of Foreign Affairs for Multilateral Affairs and Legal Affairs, to discuss the file of foreign detainees and convicts who were transferred from Syria to Iraq.
According to an official statement, the meeting addressed the formulation of a unified Iraqi vision regarding the file, after the Karkh First Investigation Court completed the investigation stages, interrogated the detainees, and moved to the trial phase.
The statement added that the meeting concluded with the adoption of a unified position on handling the files of convicts and detainees, by processing each file separately in accordance with the bilateral agreements between Iraq and the countries to which
the individuals belong, and based on Iraqi laws and the principle of reciprocity.

The Council noted the agreement that the National Center for International Judicial Cooperation would examine any initiative or offer presented by the concerned countries or international organizations regarding the provision of assistance and aid to Iraq in this file.
