The commission stated that an investigative team moved to the governorate diwan and was able to arrest the suspects red-handed while receiving sums of money from a contractor in exchange for disbursing his dues for a service project.
Investigations indicated that the suspects deliberately hindered disbursement procedures despite their completion, as the competent investigating judge decided to detain them in accordance with effective legal procedures.
