Experts emphasized the importance of transitioning toward a genuine federal financial system, inspired by successful regional and international models, relying on fair contractual partnerships and voluntary contributions
from regions to fund sovereign expenditures. They affirmed that the proper implementation of the constitutional essence of decentralization is the optimal path to building effective institutions and achieving sustainable economic growth away from bureaucratic complications.
