that the employee's dismissal, which occurred due to the submission of a forged academic certificate, is considered a strictly administrative measure independent of penal judgments. The ruling emphasized that the plaintiff's inclusion in the general amnesty only waives penal consequences
and does not extend to nullifying legitimate administrative decisions taken to protect public utilities. The Council stressed that returning to service requires new legal appointment protocols, reaffirming its commitment to enforcing judicial rulings and managing public employment files according to
standards of integrity and fairness.
