rafidainscope - The Federal Integrity Commission announced on Sunday (September 13, 2026) that it had managed to halt the sale procedures of two properties in Anbar Province at prices below market rates, noting that its measures prevented the waste of
more than 4.5 billion dinars of public funds. In a statement received by RafidainScope, the commission said a field team from its Anbar investigation office, during a visit to the State Real Estate Department in the province, uncovered violations in the
valuation of two properties totaling (186) dunams, which were due to be sold via public auction, pointing to a failure to determine the true value of the properties and the average prevailing prices — a matter that would have resulted
in the waste of an amount of (4,650,000,000) four billion six hundred and fifty million dinars of public funds, before the commission's procedures led to halting the auction. It added that the team, which also visited the Real Estate Registration and
Urban Planning directorates and the General Tax Authority in the province, recorded violations in the valuation of the properties, real estate registration controls, and taxation, as well as the failure to precisely determine their locations, which led to undervaluing them.
It noted that the investigative judge specialized in integrity cases in Ramadi decided to halt the auction procedures and inform the State Real Estate Department in Anbar of the decision. It indicated that a report by the External Audit Division showed
that the valuation of the two properties was conducted contrary to the provisions of the State Property Sale and Lease Law No. (21 of 2013), noting that the real estate valuation committee that signed the valuation record includes representatives of
the State Real Estate Department and the Real Estate Registration and Treasury directorates, while the investigative judge decided to record the statements of the legal representatives of the State Real Estate Department, the Real Estate Registration Directorate, Ramadi Municipality, and
the General Tax Authority in Anbar.
