According to statements by veterinary experts to Mada Al-Rafidain News, the exacerbation of this problem is rooted in the poor management of solid waste and weak municipal measures, emphasizing that patchwork solutions and temporary culling campaigns are no longer sufficient. Specialists stressed the need to launch a comprehensive national plan involving the Ministries of Environment, Health, and Municipalities, relying on sustainable sterilization and vaccination mechanisms, and addressing illegal dumpsites, ensuring the safety of citizens while respecting animal welfare standards.
